NOPA Applauds NASDA’s Bipartisan Support for Domestic Biofuel Feedstocks

NASDA unanimously adopts resolution to support domestic feedstocks for biofuels and establish verification for imported UCO under federal biofuel tax policy.

WASHINGTON, February 26, 2025 – The National Oilseed Processors Association (NOPA) today commended the National Association of State Departments of Agriculture (NASDA) for unanimously adopting a federal biofuel tax policy resolution that prioritizes domestic feedstocks for U.S. biofuel production. NASDA also endorsed establishing appropriate testing, verification and recordkeeping requirements for imported “used cooking oil” (UCO) feedstocks during the association’s winter policy conference.

“NOPA commends NASDA for standing up for our farmers and processors by adopting a federal biofuel tax policy position that puts domestic feedstocks first. The influx of imported ‘UCO’ and tallow is adversely impacting American farmers, ranchers and processors alike. NASDA’s commonsense, bipartisan policy amendment demonstrates stalwart support for strengthening American agriculture,” said Devin Mogler, NOPA President & CEO. “By prioritizing domestic feedstocks, we are increasing demand and values for U.S. crops, driving innovation and competitiveness across the industry and reinforcing America’s leadership position in biofuel production. NOPA will continue to work with policymakers and biofuel industry partners at the state and federal level to advance policies that put American agriculture and energy security first. The Trump Administration has a clearly stated goal of establishing energy dominance and U.S.-produced biofuels are a critical part of that equation, and should be produced from feedstocks made here in the U.S.”

Organized in 1930, the National Oilseed Processors Association (NOPA) represents the U.S. soybean, canola, flaxseed, safflower seed, and sunflower seed-crushing industries. NOPA’s membership is engaged in the processing of oilseeds for meal and oil that are utilized in the manufacturing of food, feed, renewable fuels, and industrial products. NOPA’s 18 member companies operate over 70 softseed and soybean solvent extraction plants across 21 states, crushing over 97% of all soybeans processed in the United States, the equivalent to more than 2 billion bushels annually. More information at www.NOPA.org
