Advocacy

NOPA leverages our strong reputation to drive the best possible outcomes for the U.S. oilseed industry through educating policymakers and regulators, while also partnering with strategic stakeholders. We work day in and day out to facilitate improved international trade outcomes, functional regulatory frameworks, and market-based solutions that are grounded in science for a more efficient supply chain for feed, food, fuel, industrial, and new use.

Trade

  • NOPA supports free markets, open trade, and encourages new bilateral and multilateral trade agreements.
  • NOPA supports the Market Access Program (MAP) and the Foreign Market Development Program (FMD) which are pivotal to building commercial export markets for U.S. oilseed meal, among other U.S. oilseed byproducts.

Transportation

  • U.S. oilseed food, feed, fuel and new use products move efficiently to both domestic and international customers thanks to critical U.S. transportation infrastructure such as truck, rail, and waterways.
  • NOPA members support strong investments to ensure our modes of movement and transportation stay safe and operational.

Environmental

  • NOPA members run their plants as efficiently and safely as possible to minimize their environmental impact in the local communities in which they operate. 
  • NOPA collaborates with cross-sector industries and its value chain partners to leverage resources and work with the Environmental Protection Agency (EPA) to promote consistent U.S. environmental policies and regulatory standards that are science-based, technology-driven, and feasible, flexible, accountable, clear, and enforceable. 

Workplace & Worker Safety

  • Protecting our people is at the core of everything we do. NOPA members remain committed to continuously improving their operations to provide the highest level of safety for their workforce.
  • NOPA tracks U.S. Occupational Safety & Health Administration (OSHA) regulations and industry standards to ensure its members have the tools they need to protect their number one asset – their employees. 

Food, Feed Quality & Safety

  • NOPA members provide high quality, sustainable ingredients in the form of protein-rich meals and nutritious seed oils to animal feed and food manufacturers worldwide. 
  • NOPA provides its members with resources to aid in complying with Food and Drug Administration (FDA) food safety and security requirements. 
  • NOPA works regularly with the Association of American Feed Control Officials to advocate for effective animal feed regulations and industry standards in the United States.

Biofuels

Renewable Fuel Standard

  • While NOPA appreciated EPA’s decision to set strong volumes for biodiesel and advanced fuels for 2025 in its final 2023-2025 Renewable Fuel Standard (RFS) rule, we were disappointed there was no additional volume increase for 2023 and only minor increases for 2024. The 2023 and 2024 volumes fell far below existing and anticipated biodiesel and renewable diesel production and are not representative of the additional capacity that has, and is, anticipated to come online over the next 2 years. NOPA members have made $6 million in investments with an anticipated capacity increase of 30% by 2026.
  • In 2023, industry produced 1 billion gallons more than in 2022, and over 1.2 billion gallons more than the 2023 RVOs.
  • NOPA members’ expansion and increased crush capacity continues to meet – and exceed- the demand for food, feed, and fuel customers and reiterates that the oilseed industry is ready and able to meet higher Renewable Volume Obligations (RVOs) for 2025 and beyond that better align with industry capacity.

State Low Carbon & Clean Fuel Programs

  • NOPA supports Low Carbon and Clean Fuel programs in the states such as California’s Low Carbon Fuel Standard (LCFS) which drives demand for biodiesel, renewable diesel and sustainable aviation fuel (SAF), and encourages investment in low carbon feedstocks and value-added agricultural opportunities.
  • Renewable Diesel and Biodiesel, also known as Biomass based diesel (BBD) is the largest domestically produced and commercially available fuel to meet the Environmental Protection Agency’s (EPA) definition of an advanced biofuel under the RFS and provides one of the best carbon-reduction strategies for diesel engines available with today’s vehicle technologies.
  • NOPA continues to monitor and engage in the implementation of the New Mexico Clean Fuel Standard, the Washington Clean Fuel Standard, and the Oregon Clean Fuels Program.

Sustainable Aviation Fuel (SAF) Tax Credits

  • On April 30, 2024 the Treasury Department released updated guidance and the new 40B SAF GREET model for the 40B SAF Tax Credit as well as the 40B SAF GREET model user guide which contains a number of explanations on the updates to the model, including the use of the decarbonization pathways, and indirect land use change (ILUC) values.
  • NOPA remains interested in the SAF market and continues to meet with Congress, Administration officials, and stakeholders about improvements that will be needed to made from 40B to 45Z to make it a viable tax credit for NOPA members.
