NOPA Announces Devin Mogler as President and CEO

WASHINGTON, January 21, 2025 – The National Oilseed Processors Association (NOPA) today announced that Devin Mogler will serve as the association’s new President and CEO, effective January 27. Mogler will succeed outgoing President and CEO Kailee Tkacz Buller who is leaving the association to serve as Chief of Staff to incoming U.S. Department of Agriculture (USDA) Secretary Nominee Brooke Rollins.

She is a tenacious leader who has elevated NOPA in just one year leaving us well-positioned for continued success,” said NOPA Chair Diego Rasteletti. “As Kailee moves on, we are incredibly pleased to welcome Devin to this new role. His deep industry expertise will allow for a seamless transition and we are confident that Devin will be a champion for our industry and a strong leader for NOPA.”
Mogler comes to NOPA from Green Plains, Inc., where he most recently served as Senior Vice President of Investor Relations and has also been responsible for all federal, state and local policy development and advocacy over the past seven years. An Iowa native, he previously worked for Sen. Joni Ernst, R-Iowa, advising her on agriculture and biofuels policy.

NOPA named Kailee President and CEO in December 2023 and since that time she has fought tirelessly to ensure the domestic crush industry is at the negotiating table and gets a fair shake to compete against foreign imports including Chinese Used Cooking Oil for biofuel use. She led the charge to bring the carbon intensity of soybean crushing down 38%, directed the issuance of NOPA’s feedstock study which confirms that with the combination of current production levels and planned expansions to processing capabilities, that the U.S. oilseed sector is more than capable of meeting and exceeding demand for fuel well into the next decade. Kailee successfully brought on four new member companies bringing the association to represent over 97% of all soybeans processed in the United States. Under Kailee’s outcome-driven leadership approach, NOPA has become a key voice on federal and state biofuel policy.
