NOPA Calls for Biofuel Growth in Washington’s Clean Fuels Program

WASHINGTON, December 13, 2024 – The National Oilseed Processors Association (NOPA) today submitted comments to the Washington State Department of Ecology on its rulemaking to adopt updates to the Clean Fuels Program Rule.

NOPA continues to encourage Washington to include additional measures to address the legitimacy of imported feedstock and appreciates its acknowledgement and inclusion of such measures in the November updates. Specifically, NOPA supports the new attestation letter requirements for specified source feedstocks, which aligns with recent updates in California and Oregon.

NOPA members have made significant investments to meet demand for biofuels, food and feed, investing over $6 billion in soybean crushing capacity since 2021. These projects are on track to increase soybean crush capacity by over 30 percent between 2023-2026.

NOPA looks forward to continued collaboration with Washington state throughout this rulemaking in an effort to expand the use of soy-based biofuels and market opportunities for U.S. soybean farmers and U.S. processors.
