NOPA Responds to EPA’s Final Rule on RFS Renewable Volume Obligations (RVOs) for 2023-2025
Washington, DC – June 21, 2023 – The National Oilseed Processors Association (NOPA), representing the U.S. soybean, canola and softseed crushing industries, appreciates EPA’s decision to set strong volumes for biodiesel and advanced fuels for 2025 in its final Renewable Fuel Standard (RFS) rule 2023-2025, however is disappointed with no additional increase for 2023 and only minor increases for 2024.
“We are disappointed with the lower-than-expected volumes, particularly for 2023 and 2024, which don’t reflect the significant investments that NOPA members are making, nor the existing and anticipated biodiesel and renewable diesel production capacity,” stated Thomas Hammer, President of NOPA.
While NOPA appreciates EPA’s efforts in setting stronger volume requirements for 2025, we are disappointed that the volume requirements for 2023 and 2024 continue to fall far below existing and anticipated biodiesel and renewable diesel production. It is crucial to provide stability and certainty to our industry to foster growth for increasingly low carbon feedstocks and fuels.
As critical feedstock suppliers to the renewable fuels industry, the oilseed processing industry has announced well over $5-6 billion in soybean crushing capacity investments since 2021 encompassing some 20 or more expansions or new facilities. These projects are currently on track to increase soybean crush capacity by over 30% between 2023-2026.
A vibrant U.S. oilseed sector, and the advanced biofuels produced from our products, are critically important to reducing transportation emissions.
